Amend these articles as follows:

6.4.1 Scrutineering will take place at pre-allocated times on 30th November 2005 (Bulletin 2) and 1st December 2005.

ARTICLE 7.4 Add at the end “ and / or any other relevant documentation required by the organisers.

ARTICLE 8.4 Replace with “ The Organisers may permit the change of ONE member of the crew, from those nominated on the entry form, at any time during the event only with the written permission of the Clerk of the Course. A change of car is only permitted before the event starts.”

ARTICLE 10 - ADVERTISING

Add Article 10(e) – It is not permitted to cut or deface the official rally door plates or any organisers stickers and they must be placed in the locations specified below. Anyone not wishing to carry the organisers advertising must pay increased entry fees of Euro 2,000 to the organisers before scrutineering.

Locations: Article 10 a) and c)

Windscreen Strip must be at at the top of the FRONT screen.

Rally plate must, where it is possible, be on the front of the bonnet parallel with the front of the car.

The Door plates must be on the front doors of the cars.
Organisers compulsory advertising must be on the front doors in front of the Door Plate

12.2 SCRUTINEERING
Scrutineering will take place at the Rally Hotel in Mombasa, Kenya on the 30th November 2005 (Bulletin 2) and 1st December 2005 and all cars taking part in the event must attend scrutineering with the full crew at the prescribed time in accordance with the timetable issued in a bulletin.

ARTICLE 12.6 (8) Add….The penalty for missing a passage control will be the same as Article 13.5 that relates to missing a competitive section.

ARTICLE 12.7 Service
(add to new article 4 from Bulletin 1)
It is clarified that at any service area or otherwise the maximum number of mechanics allowed to work on the rally car is 3 and they must wear the official tabards (vests) while working so as to be identified. The driver and co-driver of the rally car may assist during the service.

ARTICLE 13.11 ( NEW ) Exceeding Allowed Running Time – O T L for the Day

Article Nos. missing in the regulations
The following numbers are missing from the Regulations and competitors should ignore the missing numbers. The numbers are: 2.1; 6.1; 6.2; 6.3; 8.10; 11.2; 11.3
There are also three Article No.13.5 Please make the subsequent Article No. 13.5.1 and 13.5.2

IMPORTANT REMINDER The 3 numbered Service Tabards should be carried in the competing car carrying that number.

  BULLETIN NO 1

East African Safari Classic Rally 1 – 10 December 2005

Add the following under the Articles mentioned in the Supplementary regulations of the 2005 East African Safari Classic Rally.

ARTICLE 12.6 Running of the Event and timing penalties

Add Article 11) Holding Areas

The organizers will establish “Holding Areas” at suitable locations along the route and at the final control of each day. These holding areas will operate under Parc Ferme rules. Cars will be held within this area for an allocated “Target Time”. Such controls are not regrouping controls. Holding Areas are established primarily to allow the service vehicles to move forward along the route.

Penalties for early or late arrival will be the same as laid out in Articles 12.6(7) for road sections.

At the end of the Day members of designated service crew wearing a Tabard with the number of the car in question are permitted to check out their vehicle from a holding area on its due time. A vehicle maybe pushed out of the holding area if required.

ARTICLE 12.7 Service

(REMINDER: As per Article 8.1.2 and Article 12.7 (1) only three mechanics maybe registered with every entry as “nominated” mechanics.)

Add Article 4) Mechanics Identification

The organizers will issue three Tabards (Vests) with the rally vehicles Car No. prominently displayed. These tabards must be worn by the three mechanics while working on the respective rally car any time during the rally at a Service point or otherwise.

It is NOT compulsory that the three mechanics are those nominated on the vehicles service registration form BUT the mechanics working on the rally car must be officially registered (nominated) as mechanics with the organizers of the rally. (Competitors are reminded that a maximum of three mechanics are permitted to work on any vehicle at one time).

Failure to comply with this regulation will result in Penalties as laid out in Article 13.10

Add Article 5) Service Supervisors

The organizers will appoint persons with the designation of “Service Supervisors” and such persons are deemed to be Judges of Fact. Their duties will be to monitor all service areas to ensure that the events service regulations are being complied with. They will report all infringement to the Clerk of Course.

Add Article 6) Service Zones

At all rest halts during the event an imaginary “Service Zone” of 300m meters circular area around the Parc Ferme for that evening is created.
All vehicles entered in the event must be serviced and repaired within this Service Zone.
Non- compliance will be reported to the Stewards for action.
Should any vehicle need repairs which require outside equipment then the entrant may make an application to the Clerk of Course or any Deputy Clerk of Course for specific permission to remove the vehicle from the “Service Zone” which must be obtained in writing.

ARTICLE 13 – Penalties

Add Article 13.10

Service infringement: 1st Offence Fine US$ 500.00
2nd Offence Fine US$ 1000.00
3rd Offence 30 minutes
4th Offence Maybe exclusion

APPENDIX B – TECHNICAL APPENDIX ARTICLE 5 e.

Appendix B – Technical Appendix – Vehicles Regulations Article 5.3 (e) is modified as follows:

e. The mechanical method of coil discharge triggering within a distributor i.e. points and condenser maybe changed and converted to an electronic one. The original distributor housing may be changed but the distributor must retain its original function, location and drive.


Add ARTICLE 12.5.2

At the end of every day's competition there will be a maximum of four hours allowed for service and the penalties as in the regulations for late arrival into Parc Ferme will apply. There is no penalty for early check in into Parc Ferme.
